Wang Xiuying, a villager group leader in Fu'an, Fujian, has been litigating since 2000 against the government's illegal issuance of certificates for 371 mu of village farmland to businessmen. Courts at the county, city, and provincial levels have failed to review the legality of the certificate issuance, focusing only on her standing as a plaintiff and whether the case constitutes a petitioning issue.
