Blessed Trust describes itself as a wealth management or virtual asset custody service company, but in reality, it accepts and transfers sales proceeds of Iranian crude oil and petroleum products, and provides fiat-to-crypto on-ramps, including utilizing the services of a U.S.-headquartered cryptocurrency issuer. Hexwell describes itself as a commodity brokerage firm, but in reality, it provides services similar to Blessed Trust and operates in coordination with Blessed Trust and its affiliates. The clients of Blessed Trust and Hexwell include companies in China's petroleum and petroleum product industry. According to the allegations in the indictment, a series of interconnected non-custodial cryptocurrency addresses, referred to as Entity A, received and distributed approximately $1.5 billion in illicit sales proceeds from Iranian oil. Entity A also funneled oil sales proceeds to money service businesses associated with the Islamic Revolutionary Guard Corps or related cryptocurrency addresses, as well as an Iranian cryptocurrency exchange. Blessed Trust and Hexawail concealed the nature, source, and ownership of the relevant funds through carefully designed and executed transactions and cryptocurrency addresses, but these actions did not escape the vigilant eyes of U.S. authorities.
