Xi Jinping Won't Let Cai Qi Get Close! Does He Only Trust Peng Liyuan? Major US Media Bombshell Sparks Outrage; Peng Liyuan Learns from Jiang Qing — Is the Politics of the First Lady About to Change? The CCP Arrests People on Demand — Explosive Surge of Corruption Convicts Who Never Took Bribes! Who Is the Woman Without Clothes on the Great Wall? (Old Beijing Teahouse / Episode 1762 / 2026 / 10 / 03)
This episode mainly discusses the politically sensitive time node and personnel arrangement rumors ahead of the Fifth Plenary Session of the 20th CCP Central Committee, focusing on the U.S. media's heavy reports regarding Xi Jinping's private lounge arrangements during his visit to the United States, as well as Peng Liyuan's rising political status and diplomatic performance. At the same time, the program exposes the dark inside story of fabricated corruption charges, torture to extract confessions by law enforcement officers, and the use of family members as hostages within China's financial and judicial sectors. It also reports on tragic incidents during the National Humiliation Day period, including a petitioner in Liuzhou, Guangxi climbing onto a vehicle roof and suffering high-voltage electrocution, and a female rights-defending petitioner protesting naked at the Great Wall in Beijing.

Entering October, the Fifth Plenary Session of the 20th Central Committee of the Chinese Communist Party (CCP) is getting closer and closer. As we mentioned last time, this meeting breaks the convention of the content template for the Fifth Plenary Session; its focus is not on discussing the economy, but on "exercising full and rigorous governance over the Party." If you only see this, you are most likely only seeing the surface. In fact, many observers have looked past the surface to see the essence, believing that what is truly worth watching at the Fifth Plenary Session is a more sensitive issue: the personnel layout for the 21st National Congress of the CCP, meaning whether the scramble for positions for 2027 is surfacing early. According to the officially announced schedule, the Fifth Plenary Session of the 20th Central Committee will be held from October 26 to 29. Note that hidden within these four days is a date particularly sensitive to Xi Jinping: October 27. This day marks the exact third anniversary of Li Keqiang being forced into a swimming pool and passing away. In traditional Chinese folk concepts, the third-year memorial of a person's death is a major day requiring grand mourning. Rushing to hold the Fifth Plenary Session on this exact day—is it to commemorate the memorial of Premier Li, or is it to suppress the voices crying out for justice for Li Keqiang over there? Therefore, isn't the date chosen for this Fifth Plenary Session a bit too coincidental, and aren't the timing and precision a bit extraordinary? It is precisely at this juncture that a bold speculation is circulating online: the person truly afraid of the Fifth Plenary Session might not be Xi the Steamed Bun, but the pseudo-first lady Peng Liyuan. Why? Because according to the sorting out by grassroots analysts, Peng Liyuan is no longer the so-called "first lady" we used to understand. This was fully revealed during Xi Jinping's recent sneak visit to the White House. As everyone knows, in September this year, Xi Jinping visited the United States, and Peng Liyuan accompanied him. On this trip, Peng Liyuan's sense of presence was overwhelmingly strong from the very beginning. Professor Peng worked up a sweat entirely, while Old Xi's legs and feet left much to be desired, and he really risked his life piling responsibilities onto Peng Liyuan. Afterward, Peng Liyuan's itinerary in Washington was accompanied by highlights all the way. On September 24, she participated in events alongside US First Lady Melania Trump, visiting the National Museum of Asian Art. As a result, they were blocked at the entrance by petitioners and anti-communist warriors who offered warm regards to her husband's ancestors for eight generations. Before the state dinner at the White House jointly attended by the heads of state and their spouses, at the entrance of the White House, Trump specially arranged a review ceremony, inviting Xi Jinping and Peng Liyuan to jointly review the sea of crows protesting outside the gates, shouting in both Chinese and English: "America does not welcome you, Xi Jinping step down, the Communist Party step down." It is said that Comrade Xi the Pig Chairman was able to hold on without fainting entirely because he didn't understand English and selectively didn't understand Chinese. Peng Liyuan, who could understand both English and Chinese, used her strong psychological resilience to let out a heartless laugh. Wang Yi was stunned upon hearing it, thinking Professor Peng's nerves had snapped from anger. Afterward, Professor Peng smugly told him, "What do you know? I was doing it to align with the US First Lady. Melania was just watching the fun and not afraid of big flames, laughing so hard she was bent double. I had to show no weakness; you laugh, and I laugh too. This is called 'as long as I am not embarrassed, the one who is embarrassed is the US First Lady.'" Ah pu, don't you think General Peng has already achieved some fame in this meat grinder of adverse selection?

Now, back to the story. There is some explosive news. The account of writer Li Ying shared a new piece of information: details of the Trump-Xi meeting have leaked. The Chinese side cancelled the working lunch for Xi Jinping's visit to the U.S. and requested a private lounge where only Peng Liyuan could accompany him. She is the only person he trusts—the one and only. On October 3, The Wall Street Journal cited insiders familiar with the trip's preparations, reporting that during Xi Jinping's visit to the U.S. in September, the Chinese side requested that the U.S. arrange a private lounge in the West Wing of the White House. During breaks in activities, only his wife, Peng Liyuan, was allowed to accompany him in the lounge; no other members of the Chinese delegation were permitted to use it, including Xi's personal attendant, Cai Qi. The report also stated that the Chinese side cancelled the working lunch originally scheduled for September 24 a month in advance, citing a desire to leave more rest time for Xi Jinping. Because of various cancellations and shortened schedules, there was a full five-hour gap in the summit's agenda. Even during the visit to the U.S. National Archives on September 25, Xi Jinping only stayed for about ten minutes, much shorter than the time originally planned by the U.S. side. Regarding this major revelation, analysts believe that during his U.S. visit, every time Xi Jinping urgently discussed response strategies during activity breaks, he was consulting with his wife, Peng Liyuan. The various cancellations and shortened activity times were likely also at her instruction. She knows her husband's physical condition best, and she also knows the intellectual state of the 'Steamed Bun' best—talking too much leads to mistakes, and performing too much makes it easy to slip up. Would you say the top leadership of the CCP is particularly twisted? Xi Jinping commands the entire Party, the entire military, and all the 'netizens,' while Peng Liyuan commands Xi Jinping. Having said so much, these are all external observations and speculations. Let's look at the level of propaganda the official CCP media has given to Peng Liyuan. Foreign Minister Wang Yi later spoke about the visit himself, even groveling to a nauseating degree. He said this: 'The gentle and approachable First Lady diplomacy injected a soft power into this visit.' He used four feminine adjectives in one breath: gentle, approachable, soft, and First Lady diplomacy. Note that these words were spoken publicly by Wang Yi himself when the state media was summarizing the report card of Xi Jinping's visit to the U.S. This is interesting. Why would the spouse of China's top leader be specifically mentioned by the Foreign Minister in a summary of a state-level diplomatic visit? There must be a reason for everything. The reason is that Peng Liyuan's political visibility is rising. In other words, Peng Liyuan herself is forming a certain special political influence. One related rumor is that Peng Liyuan has a special connection with the military. One claim is that Peng Liyuan comes from the PLA's literary and art system, has a military background, and for a long time, served as a full-time member of the Central Military Commission's Cadre Assessment Committee. According to insiders, the promotion lists for many generals were delivered directly to Xi's desk through Peng Liyuan's hands. Tea friends familiar with history know that Mao's wife, Jiang Qing, entered the core of supreme power during the Cultural Revolution and eventually became a member of the Gang of Four. Today, this Professor Peng Liyuan is increasingly being compared to Jiang Qing, especially with her frequent appearances, such as accompanying Xi Jinping on visits, participating in cultural diplomacy, engaging in public welfare diplomacy, and undertaking so-called First Lady diplomacy. One of the Chinese Foreign Ministry's public reports detailed how Peng Liyuan accompanied Xi to events during their time in the U.S., how she visited museums with the U.S. First Lady, and how she watched American teenagers sing Chinese songs. Commentator Tang Minghui boldly speculated that Peng Liyuan has become an important part of Xi Jinping's consolidation of power and is attempting to play a role similar to that of Soong Mei-ling back in the day. Although Peng Liyuan does not have the political stage or the ability and charisma that Soong Mei-ling had, Tang Minghui believes that with this visit, Peng Liyuan's domestic political status has clearly improved, and she has even become the 'number two' person without an official title. Former CIA analyst Christopher Johnson's conclusion is more direct: he believes Peng Liyuan is the most powerful woman in China since Jiang Qing. According to Johnson's analysis, Xi Jinping's reliance on Peng Liyuan is not just as simple as having a walking stick when getting on a plane, but also includes her network and resources in the military. As described by the self-media personality Jiang Feng, Peng Liyuan may simultaneously connect three circles: the core of supreme power, the military, and international diplomacy. For Xi Jinping and the Communist Party, who are at their wits' end and surrounded by enemies, the arrangement of a successor no longer requires any system or procedure; the only factor is trust. Who the top leader truly trusts and trusts the most has become increasingly sensitive, and Peng Liyuan holds three major advantages in this regard. First, she is the person closest to Xi Jinping. Second, she has a military background. Third, her international political exposure has increased significantly in recent years, and her image is quite commendable. Not to mention, there were rumors circulating that there was a shadow of Peng Liyuan behind Li Keqiang's bizarre death in Shanghai. Of course, there is an old Chinese saying: 'The higher you fly, the less it hurts when you fall.' Peng Liyuan, with her increasingly high political status, has also become a target of various political rumors, especially in the past two years. For example, after Zhong Shaojun was kicked out of the Central Military Commission in March 2024, and Miao Hua and He Hongjun fell, according to relevant claims, Peng Liyuan had to temporarily withdraw from military personnel affairs.
Then there is the so-called money bag; it is rumored that Ma Xingrui and his wife Rong Li are the financial planners for Peng Liyuan's family, and that Ma Xingrui fell from grace because Peng Liyuan failed to protect him. There are also developments in local officialdom: on August 20, the Central Commission for Discipline Inspection officially announced that Yang Xinsheng, Vice Mayor of Heze City, Shandong Province and Party Secretary of Yuncheng County, was under investigation. By September 22 and 23, two provincial Party Secretaries, Wang Junzheng of Tibet and Liang Yanshun of Anhui, were removed from their posts one after another. Some commentators believe that these two individuals under investigation are members of the so-called Peng Liyuan Shandong faction. The question then arises: if a power reshuffle is truly to occur within the top echelons of the CCP, will Peng Liyuan continue to act as Xi Jinping's protector, or will she become a breakthrough point in the power struggle and be sacrificed? Therefore, regarding the upcoming Fifth Plenary Session, we must observe whether Xi's political status has changed, whether Peng Liyuan continues to appear frequently by Xi Jinping's side, and whether Peng Liyuan's political exposure continues to rise or suddenly declines. Let us wait and see.
Speaking of which, a video went viral on X yesterday, featuring a clip of Beijing Television interviewing Peng Liyuan in Fuzhou back in 1993. In the clip, a young Peng Liyuan speaks with candid and simple sincerity, very down-to-earth, and it's clear she isn't putting on an act. This raises a question: over the 33 years from 1993 to 2026, what on earth happened? Why has Peng Liyuan, who today clings to the pinnacle of the Chinese Communist Party (CCP) political arena, transformed into a completely different person? What kind of force swept through and molded a normal person into a new-style Jiang Qing-esque political careerist? And was Xi Jinping, widely described as both stupid and evil, like this since his youth, or did the harmful CCP system turn people into demons? Here is an urgent poll: Do you think Peng Liyuan has truly become a political careerist, and why? Candidate answers: 1. No change, it's all just outside speculation. 2. Changed, corrupted by the CCP's adverse selection mechanism. 3. Changed, forced by life-or-death political struggles. 4. Unclear, anything is possible. A super convoluted new term has recently emerged in the financial sector: a corrupt official without corruption. As it turns out, how did this term come about? Recently, Wu Huan, an insider familiar with the prosecution system within the Beijing financial industry, told The Epoch Times about the origin of this term. Wu Huan said that the reason some people are called corrupt officials without corruption is because corruption suspects in the Party's eyes have investigators who cannot find the whereabouts of their so-called illicit money, and the individuals themselves do not admit to corruption or embezzlement of public funds. Many people are released after being detained for 3 to 6 months and forced to sign a non-appeal guarantee. Bian Yuye, former chairman of Dafeng Rural Commercial Bank in Jiangsu, was accused of embezzling 16 million yuan, which is such a case. Last September, the Jiangsu Provincial Commission for Discipline Inspection and Supervision announced that Bian Yuye was suspected of serious violations of discipline and law and was subjected to review and investigation. Bian Yuye was accused of embezzling over 15.9 million yuan. In August this year, the case opened in the Zhangjiagang City Court. On September 23, investigative reporters Wu Yingjiao and Liu Hu published an investigative report pointing out that Bian Yuye had previously been taken away and detained for 168 days at a retention point in Zhangjiagang. After checking the assets of Bian Yuye and his relatives, the case-handling authorities did not find that he profited from the involved real estate transactions. Wu Huan said this is a typical example of frame-up. The prosecution insisted on accusing Bian Yuye of colluding with others to manipulate two real estate transactions in Beijing and Yancheng, causing the bank to repurchase or lease them at a high price, embezzling about 15.9 million yuan of public property, and also accused him of illegally issuing 35 million yuan in loans. However, the reports of the two investigative reporters pointed out that the case-handling authorities did not find any personal profit related to the two real estate transactions after checking the accounts, real estate, and wealth management of Bian Yuye and his relatives, and Bian Yuye's defense lawyer has already made a not-guilty plea for these two charges. Seeing that the Bian Yuye case has entered the trial stage, all evidence shows that the case-handling authorities played in vain after all their tossing and turning. At this awkward moment, the Party began to use its most practiced fatal weapon: using weaknesses as leverage. More than three months after Bian Yuye was detained, his daughter Bian Jin, who was still in the lactation period, was notified to report for questioning and was subsequently detained. Father and daughter were locked up in the same compound but could not see each other for 35 days. The result can be imagined without suspense: once this weakness of the daughter was played, Bian Yuye's confession took a 180-degree turn. Bian Yuye said that the case-handling authorities showed him materials and videos of his daughter being detained, and also told him that his daughter's fate was clenched in his hands, depending on how he confessed and cooperated with them. The defense lawyer later said that before his daughter was detained, Bian Yuye insisted on denying that he profited from the real estate transactions. After his daughter was detained, his confession reversed, and he finally pleaded guilty. Bian Yuye recalled that during his detention, he suffered from being handcuffed backward, subjected to low-temperature freezing punishment, sleep deprivation, and movement restriction, and was also ordered to slap himself in the face, up to more than 800 times in a single session. Did you hear that clearly? Slapping himself in the face, having to slap himself more than 800 times. During the court trial, the defense lawyer questioned the evidence collection methods of the case-handling authorities and requested the retrieval of the complete interrogation video. Regarding the controversies over funds and evidence collection, no public response has yet been received from the case-handling authorities. The cruelty, brutality, unreasonableness, and pitch-black darkness of the commie bandits can be seen from this single incident.
Coincidentally, Yu Min, an insider within the Tianjin inspection system inside the system, also stated that Tianjin has already seen multiple cases where people were arrested upon receiving reports without even clarifying the basic facts. Those arrested are basically officials at the district level or below, accused of suspected embezzlement and accepting millions in bribes, while in reality, the source and destination of the funds cannot be traced at all—they are simply slapped with fabricated charges. He said that in Hedong District and Nankai District, which he knows about, this has happened. What is actually going on? It is political revenge. For instance, if you are the district head and I am the district party secretary, you arrest my people and I arrest your people, trying to destroy each other to death. Do you understand now? The Party's good cadres are just this daring to struggle and adept at struggling. Another retired cadre from the judicial system named Jiang Yuewen also shared shocking stories he knew of. Jiang Yuewen said that within the provincial bureaucratic system, the phenomenon of retaliatory arrests has existed for a long time and is now increasing. For example, if you took tens of thousands in bribes, they claim you took over 5 million; if you took 5 million, they claim you took over 50 million—they just inflate the involved amount by more than ten times, with the purpose of driving political rivals out of power. Jiang Yuewen also said, based on my observation, cases of officials at the provincial or even higher levels being investigated on corruption charges are becoming increasingly common now. These mix actual bribe-taking and official-buying with a significant factor of political and power struggles. Nowadays, whenever corruption is mentioned, ordinary people believe it, but whether you actually embezzled that much money is something the ordinary people don't care about and never doubt, because ordinary people hate corrupt criminals, and ordinary people are actually being used as guns by the Party. The question arises: the judicial system of the Chinese Communist Party is dark throughout the system, and once the police (Public Security) intervene, clarifying right and wrong becomes even harder, because the police also have to take orders from higher-level high officials, and moreover, the police themselves need to produce results; extracting confessions through torture produces results quickly, and if someone is forced into a false confession, what happens? Too bad.
There is an article online titled "A Criminal Police Officer's Disclosure of the Filth Inside the Public Security System." The officer claims to have been in the police force for many years, starting as SWAT police before transferring to a detective unit. He led a small team, and the cases he handled were generally standard. This officer says he has been circumventing the Great Firewall for several years and has watched many programs by prominent commentators. He believes that although he is just a small-time cop in a local branch, he is still inside the system and knows some of the dark secrets. He wanted to share what he has seen and heard so that everyone can understand the situation inside. He gave several examples. One example mentioned that in 2024, a case was transferred to them involving intentional injury; the victim's father had been severely beaten. It was supposed to be investigated, but suddenly, for no apparent reason, it came to an emergency halt. We didn't dare ask about orders from superiors, but rumors spread quietly below that the perpetrator had found connections, so the case couldn't be pursued and was just brushed aside. Another case was handled by a colleague who was in his prime and very eager for promotion. When a case came in, everyone heard the details and felt it was unreliable, but he insisted on handling it despite everyone's advice. The case was that a woman claimed she had been raped. When asked about the time and location, her story was incoherent, and there was no surveillance footage. However, this colleague was obsessed with promotion and insisted on pursuing it. The next day, he dragged the man in, handcuffed him without a word, and several large men surrounded him and shouted, scaring the man into an immediate confession. The man said that the woman had asked him for a favor that day, and once they arrived at the location, she tried to confess her feelings and wanted to have sex with him. When he refused, citing that he had a girlfriend, she accused him of rape. The men helping with the interrogation looked at each other, knowing they had arrested the wrong person, but the officer in charge was anxious and furious. He accused the man of making up stories and ordered his subordinates to prepare for "heavy-duty treatment." Terrified and pale, the man changed his story, saying, "Whatever you say is fine, just don't hit me." Then, the officer happily took the statement and made the man sign and press his fingerprint, fearing he would change his mind. Later, the man was thrown into a detention center, and I heard he was eventually sentenced to five years. The netizen police officer said, "We who handle cases all know this is a wrongful conviction. In our industry, anyone who wants to boost their performance record hopes for a case involving someone with no money or connections. Even if it's a wrongful conviction, such cases are foolproof because these powerless people don't know what went wrong, don't know what their rights are or how to defend them, and don't know where to go to file a complaint. It's even better if the case is assigned to a prosecutor with close ties; these prosecutors just turn a blind eye, push the case up, and the courts basically just go through the motions to pass the sentence. There are rarely any repercussions later." The officer said that they are much more cautious when dealing with people who have money to hire big lawyers, are educated, or have officials in their families. The pressure to handle such cases is high. If one happens to get too many of these cases, it is seen as a misfortune by the team because it's easy for things to go wrong, and the prosecutors and courts won't protect these officers, so everyone understands. After sharing these examples, the officer warned Chinese people that if they want to avoid being wrongly accused, they should not appear weak or ignorant. They must demonstrate their strength, their knowledge, their network of connections, and their financial resources; otherwise, it is too easy to be beaten and suffer inside. The officer also said that there is a lot of black-and-white reversal in cases. Evidence is often fabricated, and testimonies are no different from torture. Even if you are beaten without leaving visible injuries, there is no evidence, and no one will accept your complaint. The officer said, "When I first joined the team, I found it unbelievable and wondered how things could be like this. But slowly, I also started checking the background of the defendants and victims before handling cases. To be honest, I have also harmed many vulnerable people, but there is no other way; I need the performance record, or I will lose my job." The officer felt very guilty about his actions, saying, "What I have shared are just a few minor anecdotes. I hope you can understand the situation inside. The hope of this country rests entirely on you. Changing things sooner can save more people. Watching innocent people being sent in every day, while seeing those with many crimes but extensive connections and money being released, is a torment for me." Finally, he said the city he is in is not his hometown, and now he hates it. If it weren't for his wife being reluctant to leave her job, he would really like to go far away. Reality is always so unsatisfactory, but fortunately, I saw excellent people like you after circumventing the firewall. You are the pride of the Chinese people. Honestly, after reading these real-life shares, I feel a bit pessimistic. When officials within the system are framed and imprisoned at any time due to power struggles, and when frontline officers themselves admit that wrongful convictions are a shortcut to boosting performance and that the powerless are the easiest victims, what can ordinary people rely on to protect themselves? Relying on connections, money, and knowledge—can this solve the root problem without overthrowing the evil regime of the CCP? As the saying goes, if the heavens do not destroy the CCP, it will be an eternal night. Only without the Communist Party can there be a new China.
In the People's Republic of China, the dual-track system is truly a treasure. Not only must pensions and medical insurance be dual-tracked, but this must remain unshakable for generations to come. Similarly, the Party implements a dual-track system regarding its attitude toward whistleblowing. On one hand, it encourages and condones grassroots reporting—for example, the recent case of Guo Degang, the reporting of Na Ying's impromptu performance last week, the reporting of 20 Harbin Engineering University students for circumventing the Great Firewall, and a female teacher at Beijing Institute of Technology being fired after being reported for discussing the fact that all seven members of the Politburo Standing Committee are male. This is because one of the Party's heirlooms is the Fengqiao Experience, which mobilizes the masses to struggle against the masses. On the other hand, anyone who dares to report the government—especially those who petition against officials in the style of the CCP—must be made an example of. The authorities will instantly adopt an attitude toward them as if they were enemies, as ruthless and cruel as the harsh winter. Consequently, no matter how hard ordinary people try, exhausting their family savings and sacrificing their lives and dignity, they cannot move the Party-Mother in the slightest. During the recent National Day of Mourning, two tragedies related to petitioning occurred. The first took place in Liuzhou, Guangxi. At noon on October 1st, a male passenger suddenly climbed from the carriage connection of the D1884 train stopped at Liuzhou Station to the roof of the carriage. He was struck by high-voltage electricity and lay on the roof, his body charred and still visibly burning. Subsequently, a version circulating online claimed the man had died. A notice allegedly issued that day by the Nanning Railway Bureau Group clearly stated that after the 120 emergency team arrived, they confirmed the man had no vital signs, and the incident was classified as a Class B railway traffic accident. However, a few hours later, the story reversed. The official notice issued by the Liuzhou Railway Station claimed that the man was stunned by the electric shock on the roof and fell to the platform, and that 120 medical personnel arrived at the scene to rescue him and sent him to the hospital for treatment, with no immediate threat to his life. Following this, public skepticism erupted. The most compelling evidence was footage captured by a netizen showing the man on the train roof after being struck by high-voltage electricity; his hands were spasming in the air, his body was charred, and there were visible flames burning. Furthermore, from the camera angle, although his head and torso were close to the side of the roof, his entire body remained primarily on the curved surface of the roof; it seems unlikely the man could have fallen from the roof to the platform on his own without external force. Many expressed amazement at the official statement, noting that the man was shocked and burned, and then landed head-first, yet somehow survived—it just goes to show that official reports in the Party-State are never the most magical, only more magical. Insiders also told reporters that he must have died; the high-speed rail voltage is 27,500 volts, so he could not have survived, as his body was charred. The official statement is laughable. Of course, one must always trust the stability maintenance operations of the Party-State's Ministry of Truth. Unsurprisingly, the page on Weibo reporting that the man had died has already become a 404. Despite the 404, it has not stopped the news from spreading that the man involved in the accident was climbing the roof to express his dissatisfaction due to rights defense. The overseas X account "Luo Xiang Po Mu Tui Qiang" also posted on October 1st that this person was a petitioner. Sigh, it is heartbreaking to talk about it.
Another confirmed case of a petitioner crying for justice recently occurred at the Great Wall in Beijing, where tourists flock. According to photos uploaded by several bloggers on the X platform, on October 1st, two female petitioners protesting for their rights staged a nude protest in front of numerous Chinese and foreign tourists at the Great Wall scenic area. In the images, the two middle-aged women removed all their clothing, leaving only their shoes and socks, and walked downward one after the other, crying out to the heavens for justice. The older woman had a petition filled with text written on her body, and the word "injustice" (冤枉) was clearly visible on her left thigh. Her expression of pain and despair as she looked upward, seemingly shouting something, was heart-wrenching. Born as humans, who does not have a basic sense of shame? To what extent must these two have been pushed by the CCP to take such action? The answer is that only public servants who serve the people wholeheartedly could drive them to this point. The National Public Complaints and Proposals Administration calmly stated that there are always unruly "villainous people" who think that taking off their clothes can solve problems. What a joke. They still think it is the era of the "all-under-heaven" family state in ancient times, where a commoner could stop a sedan chair or beat a drum to air their grievances. They are dead wrong. In my Red Dynasty, even if your family is destroyed and you are left homeless, you must follow the procedure. What procedure? The CCP took a big step forward this year, tearing off the fig leaf of the petition system it established itself. In the new petition regulations implemented by the Party on July 1st, it states without reservation that if the masses go to the National Public Complaints and Proposals Administration or relevant central ministries and commissions to reflect problems, they must hold relevant written materials issued by provincial-level agencies. That is to say, if you want to report an official, you must get that official's nod of approval. One has to wonder if the policy makers have any brains at all. Are you convinced?
