Introduction: Breaking Through the Human Rights Crisis and Social Atomization

In present-day China, ordinary citizens are facing an increasingly severe human rights crisis. From high-pressure, exam-oriented education to profound unemployment stress, and further to systemic oppression brought about by the lack of rule of law, the individual living environment is continuously deteriorating. Strict censorship has led to the isolation of information on social platforms, and social atomization has severed community connections. In this stalemate, Digital Activism is emerging as a new form of resistance, becoming a crucial turning point for breaking the silence and rebuilding social consensus.

I. Digital Activism: A New Path for Chinese Citizen Resistance

Digital Activism refers to the phenomenon of shaping and advancing citizen resistance and social movements in cyberspace. Against the backdrop of a continuously tightening public opinion space, it provides a platform for isolated individuals to speak out and connect through online petitions, network coordination, and anti-censorship actions.

1.1 Documenting the Real Situation, Refusing to Let Individual Experiences Be Forgotten

In an environment where investigative journalists disappear and official statistics are lacking, individual experiences are often treated as isolated incidents and quickly forgotten. Through digital public welfare projects, the Li Community transforms scattered harms into searchable, comparable public facts.

II. Li Community's Key Public Welfare Projects for 2025: From Data Collection to Participatory Action

In 2025, the Li Community initiated and promoted several continuous digital actions. These projects cover core issues such as labor, education, cross-border security, and freedom of expression.

2.1 Quantifying and Documenting Systemic Oppression

• 611Study.ICU: Focuses on the issue of excessive study hours and the infringement of holidays for middle school students, revealing the pervasiveness of high-pressure, exam-oriented education.

• Niúmǎ ICU: Pays attention to the systemic exploitation of Chinese laborers, transforming the "culture of overtime" into real complaints about overtime.

• Xìngfú Investigation: Through large-scale questionnaires, it outlines the common situation of contemporary youth facing employment discrimination and a lack of happiness.

2.2 Cross-border Security and Verification of Individual Clues

• Project Starry Homecoming: Consolidates and verifies scattered information on cross-border fraud and trafficking cases, allowing clues submerged on social platforms to regain public attention.

2.3 Urban Spaces and Participatory Interaction

• Free Walks: Records the forms of "freedom" in urban public spaces through images, demonstrating the differences in meaning of this word in various power contexts, and enabling invisible individuals to establish loose yet real connections.

III. Reflection and Stance: Defending Press Freedom and Everyday Human Rights

Our projects stem from a deep reflection on the international human rights narrative. We believe that the focus should not be solely on familiar issues within the Western context, but should directly confront the systemic oppression that the vast majority of Chinese people are enduring and which is being ignored.

3.1 Fact Accumulation and Data Authenticity

The Li Community is committed to defending freedom of speech under extreme conditions. Currently, we have received over 20,000 submissions from all provincial-level administrative units in China and from overseas.

• Rigorous Review: Approximately 20% of disruptive or false submissions have been identified and removed.

• Open and Transparent: Deduplicated information is made available to the public, researchers, and media in a searchable and comparable format.

IV. Report Download: Social Consensus Documenting China's Democratization Process

Despite external misunderstandings, slander, and multiple suppressions, the Li Community has always adhered to action-oriented goals. The controversies of the past year will ultimately become footnotes in our journey toward maturity.

In present-day China, ordinary Chinese citizens are facing an increasingly severe human rights crisis, trapped by the heavy pressures of high-pressure education, severe unemployment, and the lack of rule of law. These continuously deteriorating circumstances urgently call for the restoration of fairness, justice, and the dignity of ordinary people. Those suffering from systemic oppression need to speak out and seek justice. The complete blockade of communication channels (such as heavily censored social platforms) creates information silos and social atomization. Individual voices are isolated, community connections are broken, ultimately hindering the possibility of group mobilization. This systemic deadlock allows human rights abuses to persist, calling for us to find more innovative and effective advocacy methods to break the silence. Digital activism is precisely this type of new action, providing a turning point to break the current deadlock. It refers to the phenomenon of shaping and advancing citizen resistance and social movements in cyberspace. Common forms include online petitions, network coordination, and anti-censorship actions on social platforms. In 2025, the Li Community initiated and promoted multiple continuous digital public welfare projects, covering issues such as labor rights, exam-oriented education, cross-border fraud, youth employment, and freedom of expression. These practices can be broadly divided into two categories: one category primarily uses case compilation, data collection, and disclosure as methods, including Niúmǎ ICU, 611Study ICU, Project Starry Homecoming, and Xingfu Investigation. Through anonymous surveys, scattered individual experiences are preserved, so that these repeated harms are no longer treated as unrelated individual incidents; the other category involves participatory interaction, using image recording of daily urban spaces and sharing of feelings in a "confession box" style, allowing individuals who were originally invisible to each other to establish loose yet real connections. 611Study.ICU focuses on the issues of excessive study hours and infringement of holidays for middle school students, collecting information on schedules and study intensity on a school-by-school basis, revealing that institutionalized high-pressure exam-oriented education is a common phenomenon across regions and grades; Niúmǎ ICU focuses on the issues of long-term excessive working hours and unpaid overtime suffered by Chinese laborers, transforming the abstract "culture of overtime" into a series of visible and tangible real complaints. Project Starry Homecoming consolidates and verifies scattered information related to cross-border fraud and trafficking cases, allowing these clues and individual information, originally submerged in social platforms and instant messaging, to receive attention; while Xingfu Investigation uses questionnaires to quietly outline the overall situation of contemporary youth in terms of work, income, workplace discrimination, marriage and childbearing, and happiness. It places the ineffable feeling of "unhappiness" in many people's hearts into a broader social context, allowing everyone to see: our generation shares a common situation. Parallel to the above recording projects, Free Walks enters urban public spaces through participatory action, collecting different forms of "freedom" in slogans, commercial environments, and personal writings, demonstrating the different meanings carried by the same word in different power positions and writing contexts. Despite different paths, these practices respond to the same real-world dilemma: in an environment of continuously tightening public opinion space, disappearing investigative journalists, lack of stable statistics, effective appeals, and long-term public discussion mechanisms, individual experiences are difficult to record and can only be treated as isolated incidents time and time again, quickly forgotten. By supporting these public welfare projects, the community practices digital activism, allowing experiences to be preserved, juxtaposed, and enter the scope of public understanding, thereby providing a foundation for further discussion and action. Our project orientation stems from our reflection on the current international human rights narrative—within the existing framework, attention often focuses on issues that have been repeatedly discussed and are relatively familiar in the Western context, while the daily, systemic oppression endured by the broader Chinese population is often ignored and considered lacking in "topicality" or "representativeness." Therefore, the Li Community does not confine itself to existing human rights issues but chooses to start from the specific and everyday circumstances of ordinary Chinese people. We are committed to defending human rights, press freedom, and freedom of speech under the reality of authoritarian China, and to speaking out for those who are most voiceless in Chinese society through the continuous accumulation of facts and consensus. We have received over 20,000 submissions from all provincial-level administrative units in mainland China and from overseas, of which approximately one-fifth (20.0%) were identified as attempts to disrupt the project or include false information.
