現代のグローバル化による比較優位論への挑戦
現在のグローバリゼーションは、以前のグローバリゼーションとは異なります。ご存知のように、経済的グローバリゼーションの理論的基盤の一つに比較優位説があります。比較優位説は、200年前にイギリスの経済学者リカードによって提唱されました。比較優位説によれば、各国が比較優位を持つ製品の生産と輸出に集中し、比較劣位を持つ製品を輸入すれば、最終的には取引の両者が利益を増進できるとされています。しかし、リカードの比較優位説は一連の理論的前提の上に成り立っており、その中でも重要なのは、生産要素は国内では自由に移動できるが、国家間では移動できないという点です。リカードの時代、国家間の自由貿易は製品に限られていました。当時、資本と民間企業は移動せず、自国内に留まっていました。今日の経済的グローバリゼーションは、製品の自由な移動に加えて、資本と民間企業の自由な移動も含まれています。人の移動も増加していますが、人の移動には常に様々な障害があり、そのため常に遅く、限定的です。一方、資本の移動は容易で、非常に迅速です。比較優位説が成り立つための理論的前提が大きく変化したため、比較優位説から導き出された結論も必ずしも当てはまらなくなっています。
確かに、米中間の経済交流と貿易は両国の経済にかなりの利益をもたらしましたが、国内では、異なる集団の利益状況は大きく異なる可能性があります。アメリカでは、多国籍資本が最大の受益者であり、仕事を失った労働者は相対的、あるいは絶対的な犠牲者です。中国では、最大の受益者は政府です。さらに、両国の受益状況も同等ではなく、一般的に言えば、中国の受益はアメリカよりも大きくなっています。
The current globalization is different from the earlier form of globalization. As we know, one of the theoretical foundations of economic globalization is the theory of comparative advantage. The theory of comparative advantage was proposed by the British economist David Ricardo two hundred years ago. According to this theory, if each country specializes in producing and exporting goods in which it has a comparative advantage while importing goods in which it has a comparative disadvantage, both trading parties will ultimately benefit. However, Ricardo's theory of comparative advantage is based on a series of theoretical assumptions, one of the most important being that factors of production can move freely within a country but cannot move between countries. In Ricardo's time, free trade between nations was limited to products. At that time, capital and private enterprises did not move across borders; they remained within their home countries.
Today's economic globalization, however, goes beyond the free movement of products to include the free movement of capital and private enterprises. Although labor mobility has also increased, it still faces various obstacles and is therefore slow and limited, whereas capital flows with ease and at a rapid pace. Since the fundamental assumptions supporting the theory of comparative advantage have undergone significant changes, the conclusions originally derived from this theory may no longer hold.
Indeed, economic interactions and trade between China and the United States have brought considerable benefits to both economies. However, within each country, different groups experience different outcomes. In the United States, multinational capital is the biggest beneficiary, while workers who have lost their jobs are relative or even absolute losers. In China, the biggest beneficiary is the government. Additionally, the overall benefits are not equal between the two countries; generally speaking, China has gained more than the United States.
