On October 8, depositors of Henan village and town banks sent letters to newly appointed provincial Party Secretary Zhou Zuyi, Governor Wang Lujin, and 15 central leaders, accusing the former provincial Party committee and government of ignoring old accounts, saying the deposits of tens of thousands of depositors had been frozen for five years with not a single cent withdrawable.
