On October 8, as the Henan Provincial Party Secretary and governor were replaced at the same time, depositors of village and town banks across the country wrote letters to the new Provincial Party Secretary Zhou Zuyi, governor Wang Lujin, and 15 leaders of central ministries and commissions, accusing the former provincial Party committee and government of feigning compliance while defying orders and refusing to settle old accounts.
