Zhai Shanying: The Hidden Truth Behind the Flexible Employment Policy of the Chinese Communist Party (CCP)
In this video, Zhai Shanying provides a detailed analysis of the flexible employment policy proposed by the Chinese Communist Party (CCP), pointing out the hidden truth behind it. He notes that the CCP claims there are 320 million flexible employees, accounting for 40% of the country's total workforce, and attempts to conflate flexible employment with formal jobs to divert public attention. However, flexible employment is not equivalent to stable work; it actually reflects structural socio-economic problems. Zhai believes that such propaganda not only misleads the audience but also whitewashes the CCP's governance performance. In the video, he also emphasizes issues such as health and pension insurance faced by flexible workers, analyzing how the CCP uses new policies to increase economic plunder against this group.

Full Text: Well, my face looks so weathered, why is it so dark? Just bear with it, being able to livestream is good enough. I originally thought I couldn't livestream because the internet here isn't set up yet, otherwise I'd have to sign up for a year's worth of internet. So I'll have to set up the internet again when I get back, let's just make do. The lighting is quite poor and my face looks a bit dark, so it is what it is.
Hello friends, today is Friday, June 12, 2026. Welcome to Zhai Shanying's YouTube channel to chat and relax. Friends in China are just about to sleep, while friends overseas are wide awake. I've changed my environment in Dubai, but the internet isn't very good either. I'll strive to livestream on time today. If the internet fails halfway through the livestream, I'll have to switch to a recorded video and give you all a heads-up in advance. Sorry, long time no see everyone.
To start off, since we've changed locations, let's talk about some lighthearted topics. Recently, the CCP has engaged in a lot of overseas propaganda, and everyone has actually seen plenty of such content. A couple of days ago, a person named Hu Xijin from the CCP published an article, and I happen to use this article as an opening to tell you all a little joke. The article mentions that the CCP currently has 320 million flexible employment groups, accounting for over 40% of the total national employment. This data is actually quite shocking. We all know that flexible employment is not real work; it consists entirely of jobs without fixed employment.
So, for this data to account for over 40% of national employment is indeed shocking. The article written by Hu Xijin has three parts. The first part tells everyone that flexible employment is now a normal working state and is completely different from unemployment. Unemployment is unhappy, but flexible employment should make you happy. According to the Opinions of the General Office of the State Council on Supporting Multi-Channel Flexible Employment, flexible employment personnel are a group with relatively high labor income acquisition, not unemployed, and unemployed people are not included in the category of flexible employment groups.
When you first hear this, you might think it sounds pretty good, but actually, I want to talk about the purpose of his article. This is a typical diversion of attention to whitewash the CCP's governance results. Everyone knows that if there is a stable job available, no one is willing to do flexible employment. There is a concept here that needs to be clarified for everyone: when choosing a job, formal work and flexible employment are two different concepts. Flexible employment can only be counted as making a living; actually, work and making a living are different.
Throughout our lives, what is real work? Work is accompanied by personal growth. If a person has a job, they can learn new things every day through work, and each day's life is different from the previous day's. By comparing each day with the previous one, improvements are made in terms of material things, knowledge, skills, experience, status, and so on. Comparing tomorrow with today shows further improvement, allowing a person to continuously move upward. This is called work. However, if one can only make a living, then they are doing a job without development or growth.
I want to emphasize again that Hu Xijin's article conflates the two different states of work and making a living, artificially elevating flexible employment. In reality, this is terrible, because normally flexible employment should be compared with our usual jobs to tell everyone that flexible employment is inferior, and that it is because politics are poorly managed and the ruling party leads poorly that so many people are forced to choose flexible employment.
Next, Hu Xijin states that the basic medical insurance participation rate for the CCP's flexible employment personnel is 91.5%. The basic medical insurance referred to here is the basic medical insurance for urban and rural residents. According to official data from the CCP government, by the end of 2025, the number of people participating in medical insurance within the national social security system was 1.331 billion, among which only 389 million participated in employee medical insurance, and 942 million participated in urban and rural resident basic medical insurance. The vast majority of Chinese people are covered by urban and rural basic medical insurance.
Among flexible employment personnel, 91.5% participate in urban and rural basic medical insurance. Hu Xijin says that doing this is very cost-ineffective, and flexible employment personnel should participate in employee medical insurance. He also cited the example of Qingdao taxi driver Jiang Guoqing, claiming that he participated in employee medical insurance using his flexible employment identity, spending 4200 yuan on outpatient visits for the entire year and saving nearly 2000 yuan. I don't know if the total spent was 6200 with 2000 saved, or 4200, but I feel that if a person spends 4200 yuan a year just on outpatient visits, I really don't know what kind of person that is. Everyone can imagine it for yourselves.
Next, Hu Xijin said that excluding medical insurance, the actual participation rate of flexible employment workers in pension insurance is 29.5%, and more than 70% of people are not included in the pension security system. On the surface, this content seems to help flexible employment personnel, but in reality, it fails to tell everyone that urban and rural resident pensions, employee medical insurance, and employee pensions cost 10 to 20 times more in annual fees than urban and rural resident pensions. Such rhetoric is actually deceiving everyone.
In the final part, what Hu Xijin wanted to say is that the policy issued by the State Council cancels the household registration restrictions for flexible employment personnel participating in employee social security starting from July 1. This is a commonly known document. The CCP feels that the vast majority of these more than 300 million flexible employment people are enrolled in the cheaper urban and rural resident medical insurance and urban and rural resident pensions, and there are too many leeks left uncut. Therefore, they are now issuing this policy to encourage everyone to desperately participate in employee medical insurance and employee pension insurance, the fees for which can be 10 to 20 times higher. Otherwise, the CCP's social security pool will be emptied. This behavior is essentially a complete scam.
The content I just shared with you is about this kind of scam, and I hope no one will be fooled again. Hu Xijin's overseas propaganda articles might make some people domestically feel like they are helping everyone. In fact, as I told you from the beginning, when reading domestic articles, especially those from the CCP, one must have the correct logical thinking to see what they actually want, intentionally confusing the concepts of work and making a living, praising flexible employment to such heights without comparing it to normal work, and seemingly kindly asking you to exchange your urban and rural medical and pension insurances for employee medical and employee pensions, while completely ignoring the 10 to 20 times higher annual fees. This is what these overseas propaganda efforts of the CCP are up to.
That is all for the opening. Hu Xijin doing this is actually for the purpose of the CCP releasing this document. We talked a lot in the first half of the year. In fact, the current People's Republic of China is a dynasty in its twilight, just one of many miscellaneous taxes and levies. When I said that the CCP's twilight dynasty would completely collapse within these two years, many people didn't believe it. I don't know where the courage of those who don't believe comes from. My habit of doing things is very simple: present facts and reason things out. I can tell you why this dynasty will definitely collapse in the next two years.
The first half of 2026 is not yet over. Look at the current situation of the People's Republic of China, which is filled with the aroma of a twilight dynasty. All the characteristics found in every twilight dynasty of thousands of years of Chinese history are now clearly manifested in the CCP's country. Let's look at some of the most prominent features of these twilight dynasties: first, massive miscellaneous taxes and levies. Starting from the central government, the CCP is frantically issuing laws, regulations, policies, and proposals with only one purpose: to collect miscellaneous taxes and levies.
Before the first half of 2026 has even ended, the number of various laws, regulations, policies, and measures issued by the central government or various departments has surprisingly reached more than five times that of 2025, and more than ten times the annual average of Xi Jinping's first term. Such a figure is terrifying, and just in terms of legislation, one can see that 2026 is exceptionally busy. New laws and regulations alone include more than 20 important laws such as the Value-Added Tax Law, the draft Financial Law, the revised draft Tax Collection and Administration Law, and the revised Public Security Administration Punishments Law, as well as more than 40 preparatory legislations.
2026 is the most magical year of CCP rule since 1949. The number of laws, regulations, and policies issued in this half-year is several times higher than any historical miracle. So what are the mainstream intentions of these documents? For example, those related to taxation, enterprises, individuals, overseas investment, targeting flexible employment, as well as social security collections and medical insurance reimbursements, etc.
People find that although so many laws, regulations, and policies have been issued during the implementation process, and the quantity has exceeded the same period last year by more than five times, an obvious phenomenon has emerged: many laws and regulations present a stark contrast of ice and fire. On the one hand, there are problems arising during implementation, such as the 15th Five-Year Plan. As the core plan of the CCP's country, it clearly stated that within the next five years starting in 2026, the core pillar of the national economy will be expanding domestic demand and boosting consumption, but in reality, the CCP does not have any institution implementing this plan.
In 2026, the opening year, over the past five months, the figures for domestic demand and consumption within the CCP have been dismal, creating the lowest negative growth rate since the reform and opening up. With such a serious situation, the central government completely ignores this performance, and local governments ignore it even more. Such a heavyweight plan has ended up being executed like this, which is baffling.
All laws, regulations, policies, and proposals that do not allow implementing institutions to obtain funds are left without anyone in charge. Financial policies and regulations, however, are pushed desperately. This phenomenon indicates that the ultimate signal produced by a twilight dynasty is the complete inability to operate according to the planned steps. A twilight dynasty trapped in darkness cannot operate normally, and the current CCP high-level leadership is completely incapable of handling this crisis.
All these phenomena are manifestations of the characteristics of a twilight dynasty. To tell you clearly, in the days to come, the CCP will only become increasingly predatory, and social conflicts will become more and more intense. Yesterday, an explosion occurred in Guilin, Guangxi. The official report stated the number of dead was 7, with nearly 20 seriously injured. The investigation results of this incident ruled out gas pipeline leaks as the cause of the explosion. Such large-scale disasters have become a hidden danger to the CCP's rule.
Over the next six months, everyone will see more frequent occurrences of such incidents. As the Chinese Communist Party (CCP) intensifies its plundering, the backlash from the entire society will grow even larger. I hope everyone can be vigilant about this.
