At noon on September 16, two Chinese twin-trawl fishing boats engaged in illegal fishing in the waters northwest of Baengnyeongdo, Ongjin-gun, Incheon, South Korea. After refusing to stop and attempting to flee, they were chased and detained by the South Korean coast guard. All 31 people on board were escorted to Incheon for investigation.
