An Open Suggestion Letter to Vice Chairmen Zhang Youxia and He Weiguo on How to Peacefully Reunify Taiwan

Respected Vice Chairmen Zhang Youxia and He Weiguo, Compatriots at home and abroad,

Ladies! Gentlemen! Comrades!

It is with deep regret that I inform you, having learned from WeChat, that our Chairman Xi Jinping is gravely ill and unable to work. The entire burden of the Party, government, and military now falls upon Generals Zhang Youxia and He Weiguo. These two generals are the backbone of the nation. This open letter today hopes to receive the support of both generals.

I am an old soldier who participated in the War of Liberation and fought in countless battles, sustaining injuries twice. Later, my unit recommended me for further study. After graduating from university, I became a university professor and have written 11 books. One of my major works, titled "Decisive Battle," was published by the Central Literature Publishing House, spanning approximately 700,000 characters in two volumes and going through three reprints. This experience of having served, fought, and been wounded has become a great pressure on me, keeping me constantly aligned with the Party. Defending the Party has become my life-or-death mission.

Our Party and Chairman Mao are glorious, great, and correct. It is the Party and he who transformed a poor and backward China into the immensely powerful nation it is today, a fact that makes all Chinese people proud.

After Chairman Mao's passing, our Party has been led by three leaders: Jiang Zemin, Hu Jintao, and Xi Jinping. These three leaders have had different achievements, all of them glorious, great, and correct. Chairman Xi Jinping, in particular, is the leader we respect most today. For over a decade, he has worked himself to exhaustion, and his current state of illness pains us deeply.

In September 2012, I wrote an open letter of suggestion to the Party Central Committee leaders Hu Jintao and Xi Jinping. The main content proposed establishing a "Federation" framework and working with the government of the "Republic of China" to jointly create a "Federated Republic of China" and a "Coalition Government," thereby allowing both the "Republic of China" and the "People's Republic of China" to exit the historical stage simultaneously. The suggestions in this letter received the support of the great leaders Hu Jintao and Xi Jinping, who intended for me to serve as Vice Chairman of the CPPCC and participate in the 2013 CPPCC to handle this matter. Due to interference from malicious individuals, my proposal was shelved. I am grateful for the support of these two great leaders. Their support for my proposal indicates that they are proponents of democratic constitutionalism, not dictators.

Today, I am issuing another open letter, reaffirming the proposal I made in September 2012, because the current situation facing our Communist Party is extremely serious. Not long ago, a large banner appeared on an overpass in Beijing stating: "The Communist Party must step down." In several major cities, crowds have marched holding banners that read "Down with the Communist Party." The situation is not optimistic. No party can rule forever. The outcome for the Communist Party is one of two: either it is overthrown, or it voluntarily exits the historical stage. If it is overthrown, there will be three severe consequences: 1. The entire history of the Communist Party will be negated and erased. 2. High-ranking officials of the Communist Party will be purged and face a bloodbath. 3. Ordinary party members and their children will be marginalized and find life unbearable. If the Communist Party voluntarily relinquishes its one-party dictatorship, it will be a meritorious deed. The glorious, correct, and great honor of the Communist Party can be preserved, its high-ranking officials can avoid a bloodbath, and ordinary party members will also fare better. Faced with this situation, our Party must make adaptive changes, transition, and transform from a patriarchal system to a democratic constitutional system, seeking a soft landing and abandoning the pursuit of perpetual rule. The establishment of a "Coalition Government" was a consistent proposal of Chairman Mao. Our Party has completed its historical mission, completed its historical cycle, and exiting the historical stage aligns with the trend of history. Only in this way can our Party preserve its glorious, great, and correct historical status.

Ladies! Gentlemen! Comrades!

We call upon our brothers in the "Min-Zhe clique" working in the central government to also support this proposal and resolutely follow the path of "federalism." For over 70 years, the two regimes across the strait have engaged in fierce competition, but the reality is that neither can eliminate the other, and the situation is becoming increasingly unfavorable to us. You should be able to foresee this trend. Chairman Xi has always advocated for a peaceful resolution to unification. Yet, you, who are responsible for the practical work, have made the Taiwan Strait issue extremely tense and confrontational, without resolving any problems. You have deviated from Chairman Xi's directives and made mistakes of infantile thinking and ultra-leftist policies. A large government cannot manage a small island government. You who are responsible for practical work only know how to wield a big stick, brag, and speak falsehoods, losing face and failing in your duties. The "federalism" I propose today is the only viable solution for unifying the two sides of the strait. I hope you will not cling to old ways, calm down, and realize that the path of "federalism" is our glorious way out.

Ladies! Gentlemen! Comrades!

We have fought civil wars for the first 22 years and then for another 75 years, a total of 97 years, making it the longest civil war in the world. I participated in the civil war; too many people died. Civil war is not a good thing! If we continue to fight, neither side will be able to defeat the other, and confrontation and division will persist, increasing factors unfavorable to us. Thinking a step back, there is no great necessity for us to eliminate the "Republic of China." We can move forward by letting go of historical burdens. Considering all angles, let us adopt a policy of reconciliation, a compromise, and a middle-ground approach. It is the best strategy, and the only sacred method, sacred medicine, and sacred will to unify the two divided regimes by establishing a "Federated Republic of China" under our leadership, using the state form of "Chinese Federation" to unify the two regimes. The specific operational methods are as follows:

Step 1: Representatives from all sectors of the country will form the "Committee for the Great Alliance of the Chinese Nation." Step 2: The "Committee for the Great Alliance of the Chinese Nation" will convene a provisional meeting to establish the "National Congress of the Federated Republic of China" as the state's legislative body. Step 3: The "National Congress of the Federated Republic of China" will, in accordance with legal procedures, confirm the state name and nature of the "Federated Republic of China" and elect the leaders of the state institutions.

After the establishment and operation of the "Federated Republic of China," we will, adhering to the six-character principle of "fairness, justice, and equality," invite the elders of the "Republic of China" government to Beijing to jointly discuss the organization of the "Coalition Government of the Federated Republic of China" and related matters to complete national unification.

Once unification is achieved and the government is operating normally, we will then discuss nationwide general elections.

This plan, the "Republic of China" government cannot refuse, and the United States will also have to agree. Otherwise, they will be in the wrong, and we will have taken the initiative.

Now that Chairman Xi is ill and unable to work, such a major event should be decided by Generals Zhang Youxia and He Weiguo!

Implementation method: Upon approval by Vice Chairman Zhang Youxia, I am willing to take the lead in establishing the "Committee for the Great Alliance of the Chinese Nation" and be responsible for the overall operational work, acting in accordance with the directives of the Central Military Commission.

Compatriots! Ladies! Gentlemen! Comrades! Let us all take urgent action, share the suffering of national and state division! Strive to promote the unification of both sides of the strait. National unification is heaven's command. Only by following the federal path can unification be achieved. The mainland has been in chaos for seventy-five years. Uniting the two will clear the chaos. Seeking from above and below, the hearts of the masses. The Three Sovereigns and Five Emperors await this day. As long as China is peacefully unified and implements a democratic constitutional system based on federalism, the voices of world war will gradually subside, world peace will arrive, and the happy life of the Chinese people, a society where "no one picks up dropped goods and no one locks their doors at night," will come.
