Its early shareholders included Today's Asia controlled by Liu Changle, Satellite Television under Rupert Murdoch, and Huaying International representing CCTV. Before the launch, Liu Changle reported the station's stance to Beijing, establishing Phoenix's special political affiliation and licensing mechanism.
