In June 2026, Hong Kong's Innovation and Technology Bureau changed the internationally used caliber of total local R&D expenditure to total local innovation activity spending, including product design, software development, testing, and intellectual property applications. Under the new caliber, the 2024 figure was 51.7 billion, accounting for 1.63% of GDP, while the old caliber had long been about 1.1%.

On April 9, 2025, Hong Kong's Innovation and Technology Bureau, together with the Census and Statistics Department, incorporated product design, data services, software development, testing and certification, and professional technical services into the new category of manufacturing and emerging industries. After being incorporated into the category in 2023, the value added amounted to HK$76.8 billion, accounting for 2.6% of GDP.
