On September 10, the General Office of the State Council of China issued a notice on governing the difficulty for small and medium enterprises in receiving payments. It requires focused monitoring of large enterprises' arrears, stipulates that government procurement and central enterprise projects must be paid in full cash, and prohibits large enterprises from forcing small and medium enterprises into accounts receivable financing.
