On September 29, Human Rights in China (HRIC) released a report stating that, as confirmed by lawyers, all five people arrested at the protest scene in Washington, D.C. on September 24 were anti-Xi Jinping activists. Pi Qiaohai was subsequently transferred to ICE custody, and the reason for the transfer was not disclosed.

Local TV station WJLA reported, citing police sources, that the five people arrested in Washington, D.C., on September 24 are suspected of assaulting police officers, taking others' property without authorization, and simple assault.
