On September 30, the Communist Youth League of Shangsi County, Guangxi issued a notice listing Chrome, YouTube and others on a strict download ban list, stating that using circumvention software to study English and look up materials all constitute violations of law and discipline, and demanding self-inspection of VPN settings and overseas social media accounts.
