On October 21, the China Construction Second Bureau's "Ocean Vitality Zone" project in Huangdao District, Qingdao, Shandong, had been handed over for nearly two years yet still owed more than 600,000 yuan in wages to multiple interior wall plasterers; several people went up to the rooftop to threaten jumping off in order to demand unpaid wages and defend their rights.
