On October 19, at a project site of Zhongtian Construction in Qujiang, Xi'an, Shaanxi, several construction workers held banners demanding unpaid wages, with a loudspeaker playing "Shameless for withholding wages, give us our hard-earned money". The workers said they had gone three months without pay.
