On October 20, the School of Economics and Management of Inner Mongolia University invited a Hohhot police officer to give a lecture against circumventing the Great Firewall, demanding that teachers and students refrain from privately jumping the wall and spreading circumvention channels, and warning that they would face school disciplinary action or even criminal liability.
