Hello everyone, welcome to Qiqi Baibai, I am Qiqi. Two major events happened today, we will talk about these two things in two separate videos today, and for this episode, let's look at the first one, which is Al Jazeera, it made public a very, very terrifying thing, it provided clear evidence of the close connection between the CCP and scam syndicates, as well as an operation where the CCP attempted to plant spies into the Cambodian government, completely exposed.
[Video clip] 2022, 101E exposed Cambodia as an epicenter of the global cyber scam industry Now, we're infiltrating one of its most notorious crime cities
[Video clip] Hello
[Video clip] That place is called Longbei, we are all walking there
[Video clip] In an isolated corner of Cambodia A major tourism project hides a dark secret Are there clouds? Yes In an exclusive investigation 101E goes undercover into the empire of an alleged crime kingpin from drug-fueled karaoke parties to scam factories we discover a haven for a legal activity and get to know the man who allegedly started it all Chinese Cambodian tycoon Deng Pibing But Deng doesn't just want to make money
[Video clip] He is responsible, I will go to bribe everyone, everyone will be bribed
[Video clip] Everyone will be bribed, he is responsible
【Video Clip】Our journey into Deng Pibing's world begins in the Cambodian capital Phnom Penh posing as members of a large online gambling syndicate based in the Philippines 101East's undercover reporters arrange a meeting with the Chinese-Cambodian tycoon's right-hand man. Hong Lei, or Martin as he prefers to be called, is a Chinese citizen who's been working for Deng since early 2024. Over two days, our team meets Martin for a series of discussions. After raids in the Philippines, they say they're looking for a safer place to operate. Among Chinese syndicates, compound is widely understood to mean scam compound, where thousands of workers, many trafficked and enslaved, engage in online fraud.
【Video Clip】We are the most expensive ones like this, it's very simple, we are the map.
【Video Clip】He suggests they should buy rather than rent.
【Video Clip】I will sell you the land, I will provide commercial matching facilities, which are security services and property management services, and provide protection, collecting a protection fee, while you operate everything else yourselves.
【Video Clip】Martin tells them There's just one condition Don't scam Chinese citizens.
【Video Clip】Some people talk to me until the end, and I feel like whatever he says about the Chinese faction, I can't even talk about it, not at all, because the Chinese government and Taiwan, yeah.
【Video Clip】Australian-American faction or the US?
【Video Clip】Australian-American faction.
【Video Clip】Two days later, Martin invites our team to visit Long Bay Deng's development is a 3.5 hour drive from Phnom Penh Located along the Gulf of Thailand, it's part of a giant undertaking known as the Dara Sikor Special Economic Zone Card out of a national park, the zone covers 45,000 hectares and has been repeatedly linked to China's Belt and Road, or BRI, initiative.
【Video Clip】It is supposed to be a tourist resort. Vote with no tourists.
【Video Clip】Former U.S. prosecutor Erin West is an expert on transnational organized crime. She's been conducting her own investigation into Long Bay and visited the project in early 2025.
[Video Clip] We know that people were human trafficked into that space to do scam labour. We're familiar with people who desperately tried to get out. It's forced criminality that is happening inside those walls and it's a very dangerous place.
[Video Clip] Our undercover team has arrived in Long Bay. They check in to their luxury accommodation.
[Video Clip] This side is also a hotel
[Video Clip] And then Martin takes them on a walking tour
[Video Clip] Everything here is automated
[Video Clip] At first glance, all appears normal here
[Video Clip] It's what we call built with very high walls
[Video Clip] Then Martin points to what looks like some apartment blocks
[Video Clip] The construction cost for this was high, this was built by China Railway
[Video Clip] China Railway is a Chinese state-owned company
[Video Clip] They call it a madman's project, the compound is built like a large community
[Video Clip] The world-class one-stop travel destination for living and vacation
[Video Clip] Long Bay's promotional videos sell a vision of a high-tech development in a resort-like environment The cluster of buildings that Martin points out to our team is marketed as a luxurious residential complex In reality, it's a closely surveilled scam compound Martin says strangers are not welcome And workers living here cannot come and go as they please Even he needs permission to enter The man giving them access is Deng's business partner Who is introduced as Mr Lin Not everyone can rent space here. Lin says tenants are carefully screened.
[Video Clip] The first phase alone had over 6,000 people
[Video Clip] Slowly, now there are only some smaller ones, very small ones that can only hold a few dozen people, and there are a few others. The dormitories are all full. This is the supermarket
[Video Clip] Lin says the 6000 workers are a ready pool of consumers. Some who scam make thousands of dollars each month And because there's nowhere else to shop Goods at the supermarket are sold at a significant markup There are also streets filled with restaurants and cafes And even a clubhouse Martin says these expensive facilities are worth the investment
[Video Clip] You use the people inside because you are definitely... these people are inside, and you also need to consume, and their consumption power is very strong.
[Video Clip] Another of Deng's business strategies is to sell land inside Long Bay to investors like Lin looking to build their own self-contained compounds
[Video Clip] This side is our individual rooms, this side is the real original residents, yes, all managed by themselves, but our property management is... or come here when we... Hello
[Video Clip] Our team asks to take a look
[Video Clip] How many residents can your small park hold now? Over a thousand? Also over a thousand? We don't have enough hands.
[Video Clip] This is one of our companies
[Video Clip] Generally, we can cook... we have a supermarket, and some work at home.
[Video Clip] There is nowhere to buy things, and we cannot go out.
[Video Clip] Near the dormitory, there's a brand new office block. Lin says he's just finished constructing ten such buildings. Each has seven floors, and all the office space has already been rented out. You usually provide for about a thousand people for the company.
You, a thousand.
The cafeteria operates round the clock to cater for workers who are trying to scam people across different time zones.
Now there is one doing international relations, one doing this country, it's too beautiful.
It's dinner time.
when our reporters finally meet the boss of Long Bay, Dun Pi Bing.
Sorry, I've eaten, I've eaten, I've eaten.
soft-spoken and unassuming Deng, or Brother Bing as he prefers to be called, is not what they expected.
Why did you choose to buy in Long Bay?
This question is asked by everyone, haha. Maybe less work.
in the two decades since he moved to Cambodia from China, Deng's gone from IT manager to wealthy entrepreneur and philanthropist. But his reputation took a battering in 2023 when the UK sanctioned one of his companies for forced labour and scam activities at Long Bay. He's also faced media scrutiny for ties to alleged crime kingpin Xie Zhejiang. Xie has been sanctioned by the US for alleged links to human trafficking and cyber scam activities. He's now in China, awaiting trial for allegedly running illegal casinos. Dong says they're old friends.
Prior to his extradition from Thailand.
Shir told 101 East he was a Chinese spy and insisted he was set up for defying his handlers.
I joined the Ministry of State Security (MSS) in 2017. They actually did this to prevent the outside world from knowing my situation, so that they could forcibly and secretly send me to China.
RT Masksden about Scheer's allegations.
When you are thinking about big things, when there are people beyond people and heavens beyond heavens, you need to think clearly that that time, we are all just a character in this script, so you as this character must not disrupt the things arranged by this director.
This floor is for drinking.
The second floor is open.
upstairs he leads our team to what's known as a high room. According to dung, there are more than 20 such rooms in long bay, equipped with led screens and state-of-the-art sound systems. Each room costs hundreds of thousands of dollars to set up. They're not open to the general public, only workers living in the compound and their bosses are allowed here. deng says parties like this are an essential part of the work culture here. syndicates use them to reward workers who perform well, often spending tens of thousands of dollars each session on alcohol, sex workers and drugs. throughout our undercover investigation, deng and his associates regularly boast about their relationship with the police.
Just across the street, the police station is also assigned for them to enter.
And the police station is colleagues with the assigned people, very good.
Of course, there are police officers working here with us, getting paid by us.
The wages for what we do here are paid by me, and the police station is also being built opposite, we make the money.
The wages too.
The relationship of proof, the relationship of profession, the relationship of profession.
Deng takes our team on a ride in his personal police vehicle.
Alright, thank you. This is the first one we see.
The boss drives by himself.
traveling in a police convoy, their destination is a 10-minute drive from the hotel. They arrive at another scam compound owned by Deng.
There are 10 slope buildings here, two slopes are office buildings, two slopes are comprehensive buildings, it's just a person surnamed.
Then six slope buildings are dormitory buildings.
This is seen from the office building, this is particularly good.
So far, our reporters have only been shown empty offices and dormitories. But on the second floor, they find a room full of workers. Our reporter isn't able to linger or get closer. It's hard to tell if the people inside are there of their own volition. As our team is led away, the manager of the compound reveals the possible reason those workers are kept so isolated.
This, despite the fact that a week earlier, Martin had insisted that Longbei won't do business with syndicates targeting China.
Two months after our team's visit to Longbei, they hold a second meeting with Deng. He's eager to get our reporters to commit to investing in his development. Our park is in this mountainous, lake, and river area, but without having seen hundreds of thousands of li, they are still seeing, still seeing, still seeing.
Deng says his compound has never been raided.
I receive and give.
Receive and give.
Here he explains why.
I have to bribe everyone with my money. Other bosses earn ten yuan, keep eight yuan in their pockets, or maybe they earn four yuan and keep two yuan, and only two yuan stays with you, because after you earn eight, you might not even have one left. It's hard enough for me to earn two yuan, which means I'd rather let our local place be a bit more stable, and I hope that one day, it can be filmed really nicely; this is the book sent back to the top ten.
At the same meeting, Deng makes another revelation. He shows our undercover reporters.

He is not my boss.
I have followed my brother in service, commercially I am the boss, politically he is the boss.
Live stream videos confirm Qiet Moni was on duty at the airport during the Chinese president's arrival and departure from Cambodia. According to Deng, she left a strong impression on the Chinese who accompanied Xi during his visit.
Then he directly pulled her aside and asked, can you work for us as an undercover agent? What is an undercover agent? An undercover agent is when the government hopes some people can infiltrate the inside of the government in the mountainous and lake areas, directly forging friendship with the Chinese central government. He asked me first, and I asked me first, I have a lot to ask you, because I certainly wouldn't let her do such a thing, but I sent her to the mountainous and lake areas to be my undercover agent; I have a few, some are internet police, all are my subordinates, and a few are police officers. Who is going to be raided today, or who is going to be investigated.
Tiet Moni did not respond to 101 East's request for comment, neither did the Cambodian National Police. Yim Liang says his brother Yim Liang introduced him to Deng, but he doesn't know the nature of their relationship. He says that Deng is an investor in Cambodia but doesn't know about his business operations. He confirms Tiet Moni is an officer at the bodyguard unit who speaks Chinese, and says it's her right to work for others outside her official duties. Yim Liak's lawyer told 101 East his client is not involved in scam centres, and has no business relationship with Deng. He says yim liak is fighting an illegal smear campaign against him and his family. We contacted the chinese police but received no reply. Dung says it's not the first time chinese officials have asked him for a favor. He claims he was summoned to guangzhou china for a meeting with the chinese military in 2019.
He was also a chat factory [scam center], because he wanted to establish a partnership with us at the time.
He's referring to the Dara Sikor International Airport, a 350 million dollar project backed by Chinese money and shrouded in controversy. The airport has an unusually long runway, and speculation has swirled that China wants to use it for military purposes. It's also strategically located near Cambodia's largest naval base, which was also upgraded and expanded with financing from Beijing. Deng says the Chinese military wanted help sourcing goods in Cambodia for their base in the African nation of Djibouti.
It's not as far as Djibouti, it can be used directly for that.
Later, it was no longer appropriate to go to any of them.
The Chinese government did not respond to 101 East's request for comment. In January 2026, Cambodia announced that it had arrested one of the country's biggest alleged crime bosses, Tai Kun Chenzi. The Chinese Cambodian has since been deported to China. Days later, authorities intensify a nationwide crackdown on online scams and illegal gambling. Footage posted on social media shows dozens of police allegedly conducting a raid on Long Bay. Amid the upheaval, our undercover team gives Martin a call. He says Deng was advised to leave the country just days before Chen Zhe's arrest on the 6th of January. Martin Honglei did not respond to our request for comment. Neither did Deng's business partner Mr Lin. Wanawanese understands he's also left Cambodia. We sent Deng Pibing detailed questions. But he did not reply. His current location remains unknown. Recent developments might have derailed Deng's master plan, but it's likely he's just laying low, waiting to reclaim his alleged criminal empire.
If I build this house today, in less than 11 months, or even now, there wouldn't be such a business.
You might not sell fighting products that quickly.
Actually, I have emphasized many times long ago that Chinese people are the private property of the Chinese Communist Party (CCP). If the CCP government could not profit from it, it would be absolutely impossible for them to let those telecom scams defraud Chinese people of their money right under their noses, because in their view, the money of the Chinese people is their money, and they clearly have the ability to solve it instantly. Therefore, based on their actions, you can know that they have always known about this and have always ignored it; there is only one answer, which is that they are the biggest boss behind the scenes. Furthermore, there is another benefit to what they do, which is that they can use the pretext of telecom scams to legitimately monitor the bank accounts, mobile devices, etc., of Chinese people. So, there is a sentence in this video that is not quite right, because in the country of the People's Republic of China, from the perspective of the current ruling government, the Chinese Communist Party (CCP), national interest is definitely not the top priority. The power and interests of the high-ranking officials of this party, these groups of 'red descendants,' are the top priority, and even the country can be sacrificed. Alright, that is all for this episode. If you want to support me, please join the membership channel. I also especially hope to chat with everyone in real-time during the member-only live streams. I have a latest public live stream announcement, which is a public live stream in a few hours. I hope friends can all come and participate. That is all for this episode, see you next time.
