【2026環太軍演】專訪日本海上自衛隊少將小林卓雄：面對區域局勢升溫，沒有任何國家能憑一己之力維護安全

No one country can resolve every security issue by its own. Taiwan Strait or Taiwan is very near to Japan, next to each other. If tensions rises across the Taiwan Strait, what role would GM SDF play? That's a very hard question.

Admiral Kobayashi, before we begin, we just want to thank you for taking the time out of your schedule to be with here today. We really appreciate it and it's good to have you here with us. It's my pleasure. Thank you for having me. Admiral, Japan has been participating in RIMPAC since 1980. What's the main goal for the JMSEF and the JSKON goal for this year's RIMPAC?

Our purpose is to join the RIMPAC exercise. Firstly, we need to enhance our tactical proficiency among our officers and sailors. And the other one is to strengthen the partnership among the participation nations, including the United States.

you've said we have been joining this exercise for over forty years. I didn't know that this was a long history, but it makes us stronger and more sophisticated, more solid relationship, I believe.

And what kind of training is the JMSCF conducting with the U.S. Navy and other partnered countries doing this year's RINPAC? 像你知道，RIMPAC有座域的演習，從HEDL到Maritime Operation Exercises，包括ASW，Anti-Submarine Warfare，或Anti-Air Warfare，或Special Operations of Samaritan. 所以我們在JS-Congo都很關注於Maritime Operations，包括ASW和IAMD，Integrated Air Missile Defense.

And as you know, on July 6, China carried a missile test into the Pacific during RIMPAC. And actually on that day we interviewed Captain William Mathis of USS Theodore Roosevelt, and he told us that the U.S. side is aware of the situation and constantly monitoring the situation. So how does the JMSCF interpret that test?
