Bian, former Chief Engineer of the Commission of Science, Technology and Industry for National Defense and Deputy Director of the State Bureau of Science, Technology and Industry for National Defense, who was responsible for major launch missions including aerospace and the Chang'e lunar exploration project, was arrested recently.
