On October 29, the Fifth Plenary Session of the 20th CCP Central Committee concluded. There were 162 Central Committee members and 117 alternate members in attendance, a significant decrease compared to the previous session. The plenary session elected Zhang Shengmin as a member of the Political Bureau of the Central Committee and promoted only 10 alternate members to full Central Committee members, bypassing civilian officials such as Cong Liang, Ji Lin, and Zhu Hexin, as well as two deputy commanders of the People's Armed Police.

According to the notice disclosed by Baodian Weekly, strict control is required over activities in key regions by personnel from embassies and consulates of key countries in China, media, and non-governmental organizations; strengthen intelligence collection and behavioral prediction regarding sensitive foreigners, and strictly guard against espionage and intelligence-gathering, as well as loss of control; unverified by official sources.

According to the notice disclosed by Bodian Weekly, strict precautions are required against flash mob disturbances, reactionary slogans projected via electronic screens, the hanging and painting of banners, and illegal drone flights; strict control over petitioners traveling to Beijing; strict guarding against mass incidents and extreme individual cases; and strengthened management of online public opinion related to stability; not officially confirmed.

The Fifth Plenary Session of the 20th CCP Central Committee is scheduled to be held on October 26, facing an agenda that includes filling seats on the Central Military Commission, retroactive approval of personnel appointments, and a decision on comprehensively and strictly governing the Party.
