On October 13, Northwest University released the "Notice on Campus Network Security Management," placing circumventing the Great Firewall alongside phishing, high-risk viruses, and Trojans, stating that it will adopt technical means to detect and restrict such activity, demanding that faculty and students eliminate high-risk operations such as circumventing the Great Firewall, and claiming that normal internet access will not be affected.

On July 15, Northwest University issued a notice on guarding against Trojan viruses, requiring faculty and students to reduce high-risk operations such as circumventing the Great Firewall, with wording milder than the word "eliminate" used in the October announcement.
