A Kyodo News report on September 30 said that internal military documents obtained by Japanese scholar Takashi Suzuki record that Wei Liang, then political commissar of the Guangzhou Military Region, argued in a document dated November 2, 2014 that military operations should be prepared in response to Hong Kong's "extreme situation" during the 2014 Umbrella Movement.
