To avoid accountability for failed technological exploration and to meet its KPIs, the Soviet Ministry of Radio Engineering, which controlled resource allocation, suppressed the scientific community and chose to copy the American IBM 360 through reverse engineering, leaving domestic hardware development in permanent stagnation.
