On October 28, in Guangzhou, Guangdong, the Baiyun New Energy Storage Industrial Park (Phase I) project of China Railway No. 2 Engineering Group Co., Ltd. was in arrears for construction payments. Although the building has been topped out, the payments remain unpaid. Multiple rights defenders blocked the gate of the project department with their vehicles.
