On October 3, a tourist posted a video on Douyin reporting that a section of tidal flats at Hua'ao Island, Xiangshan, Ningbo, Zhejiang, had been enclosed by fencing nets, with beachcombing inside the nets charged at 38 yuan per person, complaining that the sea was being fenced off and sold for money. On October 4, the Gaotang Island Township Government and the scenic area responded that the fencing nets were used for safety management and project operations, and that the beach along the shore remained open free of charge.
