After the Spanish-American War, the United States began formulating strategic plans for a potential future war with Japan in the Pacific, which included War Plan Orange. This plan did not imply that war was certain to happen, but rather pre-envisioned response strategies in the event of a war. After decades of preparation, when the Pacific War broke out, the United States applied these relevant plans to its wartime deployments.
