On October 29, a netizen posted a video accusing the Hulunbuir Army Border Defense Force border project (Heimeng project), for which the CSCEC Sixth Division is the general contractor, of long-term wage arrears for migrant workers since construction began in 2020. The project has long been completed, but workers have repeatedly failed to receive their pay and are now speaking out online, pleading with the competent authorities to supervise the matter.

On October 6, in Langfang, Hebei, the Shijingyuan project of China State Construction Sixth Bureau owed migrant workers their wages. A large number of workers went to the project office to sleep on the floor and demand their unpaid wages, waiting for the wage issue to be resolved.
