A September 11 notice from the National Commission of Supervision and the Ministry of Finance mentioned that during the tenure of Wu Shenghua, former Party Secretary of Bijie, Guizhou, the outstanding debt balance rose instead of falling, with the 2024 debt resolution task completion rate at only 20%, ranking last in the entire province.
