On October 20, the Graduate Student Union of the Institute of Psychology and Brain Science at Liaoning Normal University published an initiative on its official website stating that circumventing the Great Firewall without approval is a violation of the law, naming VPNs, proxy software, game accelerators, and overseas plug-ins, and demanding that students neither use nor spread circumvention tools, and that they promptly and in good faith advise any classmate found doing so.
