On October 20, the graduate student union of the Institute of Psychology and Brain Science at Liaoning Normal University issued an initiative, claiming that privately circumventing the Great Firewall without approval is illegal, naming VPNs, proxy software, and game accelerators, and demanding that students not use or spread circumvention tools, while also persuading classmates around them who circumvent the Great Firewall.
