On September 16, the U.S. House of Representatives passed a comprehensive sanctions bill, promoted by the late Senator Graham, by a vote of 262 to 159. The bill sanctions Russia's energy and defense industries as well as its shadow fleet, and authorizes Trump to impose tariffs of up to 100% on buyers of Russian oil such as China and India. The bill will be sent to Trump for signature.
