On October 18, CCTV's Focus Report (Jiaodian Fangtan) reported that Xiaomakou Village in Dongguang County, Cangzhou, Hebei, with a population of only six or seven hundred, has 8 companies storing blended hazardous chemicals — 5 without licenses and 3 severely exceeding permitted quantities, standards, and scope — with some plants separated from residential houses by only a single wall. Villagers say 7 of the companies belong to brothers of the village Party secretary and 1 to the village head.
