In October 2001, Huang Qifan was transferred from deputy secretary-general of the Shanghai municipal government to vice mayor of Chongqing, and in May 2002 he joined the Standing Committee of the Chongqing Municipal Party Committee, serving in Chongqing for more than 15 years.
