Insiders within the system say that, around the time new rules take effect, government agencies, financial institutions, state-owned enterprises, hospitals and universities are expanding the scope of passport screenings. Some units have issued an "Internal Special Investigation Form" requiring employees to declare whether they and their family members hold foreign passports, dual nationality or foreign green cards. Passports of staff in classified positions and officials at deputy division level or above are to be kept by their employers.
