On October 28, Zhengxing Flour Industry Co., Ltd. in Shicao Town, Dancheng County, Zhoukou, Henan, was reported to owe large sums of money to local villagers. A large number of villagers gathered at the factory and office area to demand repayment. Villagers stated that the company continued to purchase wheat normally despite owing money, and others claimed that funds deposited into the company for interest could not be withdrawn.
