On August 1, the area around Liulan Reservoir in Hengzhou, Guangxi was enclosed by tall blue sheet-metal barriers, with tents set up on site, personnel stationed there, and uniformed officers patrolling. Netizens questioned whether the move was meant to cover up the stench of dead fish in the reservoir, and said that some people were banned from livestreaming.
