2016 Cybersecurity Law Passed, Establishing Collective Liability for Platforms

The Cybersecurity Law was passed in November 2016 and took effect in June 2017, stipulating that platforms are also held responsible when anti-Communist or pornographic content appears on them, and that group owners may be punished if someone in a group violates the rules; thereafter, all platforms greatly increased their content moderation staff.
