On October 15, 2026 Beijing time, John Moolenaar, Chairman of the U.S. House Select Committee on the Chinese Communist Party, wrote to U.S. Secretary of Defense Pete Hegseth, urging the Department of Defense to expand the Section 1286 list. The proposal aims to bring 14 institutes under the Chinese Academy of Sciences, 62 Chinese laboratories, 58 universities, 22 foreign malign talent programs, and other related entities within the scope of sanctions, in order to strengthen technology and security controls on China.
