Is it illegal for Musk to use a VPN to bypass the firewall in China?

During his visit to China with Trump, Musk continuously used his phone to access X and post comments, including replying to the well-known dissident "Teacher Li is not your teacher." Does this behavior violate Chinese law?

According to China's "Interim Provisions on the Management of International Networking of Computer Information Networks," no unit or individual may independently establish or use channels not approved by the telecommunications management department (such as privately setting up or purchasing overseas VPN services) for international networking.

Corporate users: If multinational corporations need to use a VPN for business reasons, they must rent legal dedicated channels (i.e., commercial VPNs approved by the government) from telecommunications operators.

Individual users: Currently, there are no explicit exemption clauses for individual "wall-jumping" behavior. This means that, regardless of nationality, using unauthorized VPN services is a violation according to the legal provisions.
