He accused them of long-term illegal business operations and using their power to monopolize the packaging bag business in their jurisdiction, securing high profits of 30% to 40%. He also alleged that they bribed leaders in the industry and commerce department and received tip-offs when they were under investigation by the discipline inspection commission.
