盼习死：习近平生日，美国参议院通过444号决议 一致谴责中国国家主席习近平

美国参议院审议并通过第444号决议，公开谴责习近平及中共在新冠疫情、芬太尼、贸易欺骗、知识产权盗窃、新疆种族灭绝、活摘器官、西藏镇压、香港政治迫害、台湾与菲律宾军事威胁、支持独裁政权等问题上的行为。发言者将中共定义为美国和全球秩序的首要敌人，要求美国停止对中共企业和军事相关公司的金融支持，并继续揭露中共的邪恶议程。

我今天站在这里，请求参议院通过我的决议，即第444号参议院决议。这是一项谴责独裁者兼中国共产党总书记习近平的决议。

对于美国的生活方式、和平与全球繁荣而言，没有比习近平和中共更大的威胁了。习近平憎恨我们，想要摧毁我们。他不是伙伴，也不是竞争对手。他是一个领导着犯罪组织的残暴独裁者。这个组织撒谎、欺骗、偷窃、剥削奴隶劳工，并以工业化规模实施种族灭绝和危害人类罪。

不要只听我的一面之词。让我们看看他做了什么。

他和他的共产党在新冠病毒的起源问题上撒谎，并且一直撒谎至今。他们利用世界卫生组织散布谎言，导致超过一百万美国人死亡。他们对新冠病毒的无能和恶意应对，并不是共产主义中国杀害美国人的唯一方式。

多年来，他们不愿完全遏制芬太尼前体的出口，直接导致了数万名美国同胞死亡。

在共产主义中国没有杀人、没有实施谋杀的地方，他们一直在欺骗。几十年来，他们在贸易上欺骗美国，导致数百万美国人失去工作。共产主义中国的货币操纵继续威胁我们的经济，破坏全球秩序的稳定。此外，还有数千亿美元的知识产权盗窃。

他们对待其他国家也好不到哪里去。

去年，在非洲国家赞比亚，共产主义中国将有毒废物倾倒进赞比亚的主河道，毒害了500万无辜民众的饮用水，并摧毁了多达1200万人的生计。这是故意的。他们知道会发生什么，但还是做了，因为他们不在乎。

我没有看到国际社会发出任何愤怒的声音。相反，共产主义中国迫使赞比亚人签署保密协议，提供微不足道的现金作为交换，换取他们永不提及此事。

这个关于共产主义中国如何一夜之间彻底摧毁一个国家的故事，应该告诉所有人：我们到底在和谁打交道。正如赞比亚政府希望已经学到的那样，有共产主义中国这样的“朋友”，何需敌人？

很明显，北京根本不在乎他们对他人造成的伤害。当然，我们也知道，习近平和他的喽啰们根本不在乎他们自己的人民。

在中国新疆，习近平的共产主义中国正在对维吾尔族人民实施可怕的种族灭绝。他们将超过一百万无辜维吾尔人关进集中营，并强迫妇女与国家派来的汉族男子同床。

他们还从包括法轮功学员在内的政治异见人士身上摘取器官。

在国务院2022年关于西藏的国家报告中提到的一起案例里，中共甚至仅仅因为一名藏人给一家养老院送食物，就将他活活打死。共产主义中国显然将这种基本的慈善行为视为对国家无力照顾自己人民的一种攻击，而照顾人民，正是他们一再失败的任务。

习近平不仅在身体上攻击和殴打自己的人民。看看2020年夏天在香港发生的事情。六年过去了，他们继续不正当地监禁我的朋友黎智英。我们将永远不会停止为他的获释而斗争。

中共不在乎合作或尊重。他们不断攻击任何与他们意见不合的人，包括我们在菲律宾和台湾的盟友。

他们向台湾领空派遣了数千架军用飞机，在远洋船队中使用奴隶劳工，并支持从朝鲜到伊朗再到塔利班的恐怖分子和独裁者。

中共，特别是在习近平暴政之下，有一种特殊的邪恶。他们试图控制世界。而在他们心目中，这意味着摧毁任何阻挡他们的人，无论那是不是他们自己的人民。

我们不能害怕站起来对抗我们的敌人，为下一代美国人守住底线。

过去几十年里，我们犯下了无数政策错误。其中一个错误，就是相信如果每个中国公民都能拥有一辆福特F-150和一瓶可乐，他们最终会放弃共产主义制度，并变得像我们一样。

结果恰恰相反。我们实际上补贴了中共的军事现代化、经济发展、种族灭绝和危害人类罪。

尽管共产主义中国对我们的国家和世界做了所有这些事情，我们仍然继续向在我们交易所上市的中国公司投资超过一万亿美元，其中包括新指定的中国军事公司，例如阿里巴巴。

我希望任何关心人权、关心对抗我们国家首要敌人的人，都不会阻止这项决议的通过。

我们不能放弃对我们的人民和世界揭露中国共产党邪恶议程的责任。我希望我的同事们能加入我的努力。

主席先生，我请求一致同意，免除外交关系委员会对此项决议的进一步审议，并请求参议院现在进行第444号参议院决议的表决。

第444号参议院决议，谴责中华人民共和国独裁者习近平的欺骗行为、破坏和平与安全前景的行为，以及策划危害人类罪的行为。

如无异议，委员会被免除审议，参议院将继续审议该议案。

主席先生，据我所知，对此议案没有进一步辩论。

I rise today to ask the Senate to pass my resolution, Senate Resolution 444, a resolution condemning the dictator and General Secretary of the Chinese Communist Party, Xi Jinping.

There is no greater threat to America’s way of life, to peace, and to global prosperity than Xi Jinping and the CCP.

Xi Jinping hates us. He wants to destroy us. He is not a partner. He is not a competitor. He is a brutal dictator leading a criminal organization that lies, cheats, steals, exploits slave labor, and commits genocide and crimes against humanity on an industrial scale.

Don’t take my word for it. Let’s look at what he has done.

He and his Communist Party lied about the origins of COVID, and they keep lying about it. They used the World Health Organization to spread lies while over a million Americans died.

And their incompetent and malicious response to COVID is not the only way Communist China has killed Americans. Their unwillingness for years to completely curb the export of fentanyl precursors is directly responsible for the deaths of tens of thousands of our fellow citizens.

Where Communist China has not killed, it has cheated.

For decades, they have cheated on trade, causing millions of Americans to lose their jobs. Communist China’s currency manipulation continues to threaten our economy and destabilize the global order, along with hundreds of billions of dollars’ worth of intellectual property theft.

They do not treat other countries any better.

In one case last year, in the African nation of Zambia, Communist China dumped toxic waste into Zambia’s main river, poisoning the drinking water of five million innocent people. It destroyed the livelihoods of up to twelve million people.

It was intentional. They knew what would happen, and they did it anyway because they do not care.

I have not seen a peep of outrage from the international community. Rather than help, Communist China coerced the Zambians into signing nondisclosure agreements, offering them next to nothing in cash in exchange for never talking about it.

That story of how Communist China literally destroyed an entire country overnight should tell everyone exactly who we are dealing with. As the Zambian government hopefully learned, with friends like Communist China, who needs enemies?

It is clear that Beijing does not care about the damage they inflict on others. And of course, we know that Xi Jinping and his goons could not care less about their own people either.

In Xinjiang, Xi’s Communist China is committing a horrific genocide against the Uyghur people, putting over a million innocent Uyghurs in camps and forcing women to share beds with Han Chinese men sent by the state.

They harvest organs from political dissidents, including Falun Gong practitioners.

In one case mentioned in the State Department’s 2022 country report on Tibet, the CCP literally beat a Tibetan man to death for the crime of delivering food to a home for the elderly.

Communist China apparently saw a basic act of charity as an attack on the state’s inability to take care of its own people, a task they repeatedly fail at.

But Xi is not only physically attacking and beating his own people. Just look at what happened in Hong Kong in the summer of 2020. Six years later, they continue to unjustly imprison my friend Jimmy Lai. We will never stop fighting for his release.

The CCP does not care about cooperation or respect. They constantly attack anyone they do not agree with, including our allies in the Philippines and Taiwan.

They fly thousands of military jets into Taiwan’s airspace, utilize slave labor in their distant-water fleet, and prop up terrorists and dictators from North Korea to Iran to the Taliban.

The CCP, especially under Xi Jinping’s tyranny, has a particular brand of evil. They seek to control the world, and in their mind, that means destroying anyone who stands in their way, whether it is their own people or not.

We cannot be afraid to stand up to our enemies and hold the line for the next generation of Americans.

The numerous policy mistakes we made over the last few decades include the idea that if only every Chinese citizen could get an F-150 and a Coke, they would eventually abandon their communist system and become more like us.

Instead, the opposite has happened. We have literally subsidized the CCP’s military modernization, economic development, genocide, and crimes against humanity.

Despite everything Communist China has done to our nation and to the world, we continue to invest over a trillion dollars into Chinese companies listed on our exchanges, including newly designated Chinese military companies like Alibaba.

I hope that no one who cares about human rights and confronting our nation’s foremost enemy would prevent this resolution’s passage.

We cannot afford to abandon our responsibility to our people and to the world to denounce the evil agenda of the Chinese Communist Party.

I hope my colleagues will join me in that effort.

Mr. President, I ask unanimous consent that the Foreign Relations Committee be discharged from further consideration, and that the Senate now proceed to Senate Resolution 444.

Senate Resolution 444, condemning the dictator of the People’s Republic of China, Xi Jinping, for deceit, undermining prospects for peace and security, and orchestrating crimes against humanity.

Without objection, the committee is discharged. The Senate will proceed to the measure.

Mr. President, I know of no further debate on the measure.

If there is no further debate, the question is on adoption of the resolution.
